titude of the United States on this point, the Colonial Go -
vernment intends to take from the Consul and give to the
local Magistrate jurisdiction over all offences save those
noted in paragraph 4 Sec. 20 Chapter IX of Ordinance No. 26
of 1891,committed on American vessels in harbor that do not
involve the peace or dignity of this Colony.
As the entire subject is one of good will
and comity between the two Governments rather than a ques-
tion of Treaty stipulations or law and as I only request to
be accorded the same rights for Consuls of the United
States in this Colony as are willingly accorded British Con-
suls in the United States, I earnestly trust the Colonial
Government will give this despatch such favorable considera-
tion as is right and just.
